OSM has the notion of what's on the ground. I don't think there are any
rules *in OSM* that prohibit punctution. It's an interesting question
if there is a state law.
The local questions are
1) what name did the city council or board of selectman assign to the
street, according to their records and minutes
2) what is on the street sign
3) if the above differ, what do the town officials think is right
and then the above drives multiple things which attempt to record
reality but don't really define it
11) what's in the assessor's database
12) what's in the MAD.
13) what's in the massgis roads layer from massdot
but I think all of those are attempting to go back to local question 1.
I would be curious to know the details about your strange case.
