I did a little more looking around in a few places. Sometimes the
outlines seem mostly unchanged (Stow) and just slightly shifted, for
most buildings. They are also very close for buildings I hand traced
because they are new.
In Belmont, it seems that the new data is slightly more detailed (more
line segments in a building, sort of less summarization), and also the
building angles are different, but not all in the same direction. I
would characterize this as the newer data is slightly different and
perhaps better, but I can't say the old data is bad/wrong.
It would be interesting to compare the apparently-problematic houses to
the various imagery sources, in addition to understanding how the shapes
were added.
