Agreed, OSM is the main concern as it is a hodgepodge of data from different datums. But also there are many other sources of error, too. There’s probably still a lot of Tiger data (intended for topological rather than geometric consistency), and image extraction is rife with errors. So we shouldn’t set our expectations too high, other than for improvement over time.
Here’s MassGIS’ definition of its NAD83 spacial reference:

The spheroid hasn’t changed (GRS80), and no reference to the coordinate system shifts that have occurred. They probably are using NAD83 (2011) for more recent data, but that may not cover everything there. Since the difference is centimeter scale, as you say they are probably waiting for 2022 for any major update.
