A few things I missed:

* actual specific source data

  This tagging schema is what is contained on the source data we are
  importing. It is a merge of data from MassGIS Data: Master Address Data
  - Statewide Address Points for Geocoding and MassGIS Data: Master
  Address Data - Advanced Address List.

I don't follow this.  The MAD is confusing in that there are multiple
forms.  Presumably we are downloading one of them (statewide single
file) and using it.  But the above makes it sound like we are getting
multiple statewide files and doing the equivalent of a SQL join.  But
that is not explained.

* zip code

I am not clear on why this is excluded.  As with city/state, we tend to
do this when hand mapping.  Do we think it's wrong?  Do we think that
zip codes do not belong in OSM?  Something else?
