[Talk-us-massachusetts] MassGIS L3 parcels and datum

Follooing up to myself, I tried to understand the relationship of town
lines and L3 parcels in MassGIS's own tools.  In OLIVER, there seems to
be a meter  of difference, which is the same as it seems in josm between
the osm town line data  and the l3 imagery layer.

This seems consistent at the NW end of the line, at the conservation
areas in question, and the SE end of the line.

I will send a query to MassGIS about this.
