I can confirm that in JOSM:

  Edit Imagery Preferences
  +TMS layer
  pasting that in

worked.   I am calling it "MassGIS 2019" as the name.  MassGIS seems to
call it USGS (joint project), but given that we are not inside MassGIS
and that the extent is likely MA only, MassGIS as a name makes more
sense.
