I did this by having a description about TMS and the URL as the URL, so
you would have to "copy link" and then paste.  I now realize this is
likely to make it harder than it needs to be, so now there's some text
saying what it is, and then the URL so that the URL text can be copied
as text, in addition to copy link.

If you put the link in and it worked, there's no need to change
anything.  The URL for "MassGIS 2019" that was there was always ok - it
was just tricky to get it from the page into JOSM.

Please let me know if you are having trouble or if this is confusing.
