First, I heard back from MassGIS about the new imagery.  The permission
text on the page governs, and the CC-BY is an erroneous template.


There's been a discussion on imports about copyright and state public
records.  That led me to:

  http://copyright.lib.harvard.edu/states/massachusetts/

I sent a request for explanation to the state, marked non-urgent.

This is not super important for us as MassGIS is willing to grant the
permissions we need, but I find it interesting; it could bear on town
Conservation Commission maps.
