I have submitted the MassGIS 2019 Orthos to the Editor Layer Index:

However the CI checks have failed because there is no privacy policy
URL.  This is despite existing sources not having them.  I'll write to
MassGIS and see how that goes, and if not succesful, document it on our
massgis wiki page and point to that.
