The landuse=quarry tag:

is clear that it's for extraction, so I agree that's not right.

I think there are two parts to your question.

One is landuse, and I think landuse=industrial is the best fit, unless
you mean "a store where you can go to buy gravel".

The other is shop=, or perhaps an office for the company with the
company name, if it's delivery only (because it's industrial scale).
