I'm not sure if it has a separate checkbox like that, though you're
certainly correct that it'd be a better option for our use case. The GPS
I'm thinking of is a Garmin, and not using OSM data; I just brought it
up as an example of how a data consumer might think "avoiding tolls" is
supposed to mean.

I think the intent would be to mark the whole roadway as toll between
exits that have a toll gantry on them. So I think most of the Pike would
still be marked as having a toll, but just those short stretches where
the exits are relatively close together and don't have tolls in-between
would have the toll tag removed.

Yeah, that's what I'm leaning toward, but I was hesitant to make
widespread changes to a major road just based on my thinking. (And I
don't know as I'll have the time to make any changes myself anyway; it
was just something I noticed and thought I'd bring up in case others
felt strongly enough about it and wanted to "fix" things.)
