Hi.

Quite simply, boundary and land cover are separate concepts that represent
separate things that should be mapped separately.  If you don't like the
amount of "green" that you see, I suggest mapping land cover.  There is
been quite an effort in West Virginia lately to map the forest. The
standard tile layer (openstreetmap-carto) tends to make cartographic
choices that make sense in Europe where, among other things, landcover is
quite completely mapped, and so the boundary lines overlaid on mapped land
cover looks a lot more sensible. Amusingly, the land cover mapping in West
Virginia is predominantly being done by a mapper from Europe.

I would also like to point you to (and welcome you to participate in
contributing to) OpenStreetMap Americana, our community-developed renderer
which is specifically working on rendering the map in ways that make sense
in North America.  You will find, in Americana, that all of the parks you
mention are, in fact, "green":
