Is there a way to take a relation that forms a closed loop, and copy it to
a single way/area?  Redrawing things like ponds and parking lots and golf
courses from scratch seems like more make-work, just to get landcover right.
Perhaps that's one reason people tag administrative boundaries with landcover
so often?

Could you perhaps describe your approach in RI in a little more depth?
