It is loading for me right now - I fired up josm and new areas are
paging in just fine.  I was using it this morning too.

What URL are you using?  I have it configured in JOSM and forgot, but I
opened up preferences and this is what is configured.

tms[15,20]:https://tiles.arcgis.com/tiles/hGdibHYSPO59RG1h/arcgis/rest/services/MassGIS_Level3_Parcels/MapServer/tile/{zoom}/{y}/{x}
