Thanks Guys,
I finally got it to work by copying the link from
https://github.com/osmlab/editor-layer-index/commit/499dc259eadbf6960ec68db2b8669d955e95f18a
and manually inserting it in my active imagery preferences at the bottom of
the imagery preferences page

MassGIS LIDAR Shaded Relief tms[6,19]:
https://tiles.arcgis.com/tiles/hGdibHYSPO59RG1h/arcgis/rest/services/LiDAR_ShadedRelief/MapServer/tile/{zoom}/{y}/{x}

I don't think the ELI is updating the preferences page. I clicked the
refresh button, flushed caches, etc but couldn't activate it from that list.
