I think all you're saying is that in the default OSM Carto style, 
historic=ruins is not rendered, while amenity=grave_yard is. There's 
some discussion at 
https://github.com/gravitystorm/openstreetmap-carto/issues/331 about how 
and whether historic=ruins should be rendered, but I don't think it's 
currently expected to show up.

Are you saying that it used to show up in the default rendering? From 
looking through that Github issue I don't think it's been there 
recently, if ever. Maybe you saw it on some other application using OSM 
data that does render ruins?

If it's a place worth visiting on its own, maybe tag it as 
tourism=attraction or something like that? I'm not sure it's worth 
adding something just to make it show up on Carto, but if it's 
legitimately a landmark in its own right that people visit, rather than 
just "a pile of ruins", there may be a tag worth adding to represent that.
