You're right, the changeset from 8 years ago
https://www.openstreetmap.org/changeset/1950908
doesn't carry any location information, even in the raw
XML. When I entered the URL my browser must have centered
the map to wherever I looked at before (center of Palo
Alto it seems). I found that changeset by grepping through
the raw changeset file (http://planet.openstreetmap.org/),
my goal was to see if the place has been discussed
before. My theories were either the license change or
somebody removed it after discussion, e.g. rendering
issues.
I also checked other place=region all over the US using
Overpass. I was surprised it was such a rare used tag (I
guess that's good news). I think for 'Silicon Valley' it
makes sense, at least more than defining it as actual
valley, industrial area, tourism or the catch-all
place=locality. It's also not part of administrative
hierarchies so I left of the admin_level. I'll keep a
look out on rendering issues.
