[Talk-us-sfbay] Status of Sonoma county address/building import

Thanks Jack! FYI the Sonoma County import will exclude all addresses inside
SR city limits, and only insert new buildings inside SR city limits. For
the rest of the county, new buildings with new addresses will be imported.
This should start happening within the next month. Existing buildings will
not be modified at this stage.

If you want help coalescing / conflating address nodes with buildings
afterwards, we may have automated ways of doing that as well.
