I'm using NCN for state-wide cycle routes, and RCN for routes that span 
a county or two (typically converted railroad rights-of-way).  I imagine 
LCN could be used to mountain biking trails and other short ones.

We don't have motorways, primary or secondary roads here in the US, but 
we've managed to work it all out.  Those are far more UK-specific than 
"national," "regional," and "local."
