The definition of coast vs. riverbank become a bit fuzzy in those cases ;-)
I think, for the most part, the NHD dataset cuts of the Flowlines at a
reasonable point at the river's mouth which will hopefully correspond
more or less to the coastlines. The only way to tell for sure is to
download some NHD datasets for a basin you're familiar with and check
it out. Or use the NHD interactive map.
