I'm not against creating a new category for trailer parks and apartments. However, I don't think it's a good idea sticking it into a hierarchy - particularly one that involves neighborhoods. Just add a new feature type.
Neighborhoods are a notoriously vague concept. Depending on their history, people argue about their exact boundaries (where does downtown begin and end, anyhow?) They often have aliases (SOMA, South of Market). They often have a hierarchy of their own, as you get more and more specific neighborhood names (particularly in Manhattan). They can overlap. There are occasions where they are very clearly defined - particularly if a developer had created them - but that is by no means the rule. Some may argue if something is a proper neighborhood or not (is an HOA a neighborhood? A crime watch group?) I suppose if a trailer park is big enough, it could have neighborhoods within it (although I can think of no instances of that). I've seen commercial data that has very complex relationships to deal with many of these vagaries.
Unless people are motivated in creating those complex models - just designate a special point/area feature type for mobile home parks and apartment complexes and leave it at that. Should their be distinct hamlet/neighborhood pois? I don't know; I don't think it hurts to combine them, if people know the hamlet type isn't strictly a hamlet if it's in the city, and vice versa.

In my mind, "hamlet" describes a tiny populated place that is outside
other city, town, or village boundaries. I'd call a trailer park within
a city a subdivision, where:
State > County > Metro Area > City > District > Neighborhood >
Subdivision
On the other hand, a trailer park within a small town might very well
constitute an entire Neighborhood.
I don't know how to reconcile this particular "L10n" with the needs of
"i18n".
