I'd like to see some guidance about what to do.  I'll ask about what I'm
unclear on, but this is more a suggestion to improve the wiki than to
answer me in email.

It seems that with relations the notion is that the reference doesn't
need to be on the ways, just the relation.  Is that true?

Do the renderers support this network=I ref=90 already?
Is this the same as current practice?  Are these wiki pages out of date:

 http://wiki.openstreetmap.org/wiki/Talk:Key:ref

which seem to indicates ref=I90 ?

There is some notion of a relation for e.g. the part of I-90 in
massachusetts.  So is there then a relation that groups all the state
relations, or is there a whole-highway relation that also includes the
individual pieces?


I don't understand what the "auxiliary list" is about.  Interstates are
interstates even if they are only in one state.  E.g. I-190 in
Massachusetts.
