Yes, it's rather arbitrary, but zero and one aren't really options and
infinity was causing problems. Very large relations (such as
trans-European "E" routes) were causing the API to use unacceptably
large amounts of memory when it was trying to retrieve all of the
members, so the decision was made to put a hard limit on the number of
members for API 0.6.
