agreed, this is probably the best solution. but quite some work :-(
length of ways is variable and Mapnik tends to put the name and ref
on each way as long as there is enough room. on motorways where the
directional ways are split different in each direction this is really
bad rendering.
Will do some experiments and see how it works for different renderer &
navigation
