It's far more work to determine what lies within a polygon than it is to 
simply look it up in a relation. That's seemingly one of the main purposes 
of a relation. There could also be enclaves that lie within a polygon 
physically, but are actually not related to it, as there could be exclaves 
that lie without the polygon, yet are part of it (there's some talk about 
these in the multi-polygon relation info I think).
