Hi there,
I have found county borders here :
http://www.esri.com/data/download/census2000-tigerline/index.html
http://www.census.gov/geo/www/cob/cs2000.html

I converted one, Atlantic County NJ and found that there were some
local borders (town borders) but no county borders.

My plan is to use these counties to split up the EPA data into chunks
so people from a county can load the EPA layers into JOSM themselves.
Not to import all this, but to just prepare the data in easy to use
chunks.

So it would be easier for me if the county borders were in OSM instead
of dealing with some other sources.

Anyone know about this?  Any comments,
