I think I will go ahead and do a mock-up of a conversion script that 
creates the secondary ways.  I was also thinking about the best way to 
create the extra ways for areas where we aren't replacing the tiger 
data.  Perhaps would be possible to generate the address ways from the 
raw tiger data, where the ways haven't been combined, and then only 
upload them if the original ways haven't been modified.  It might then 
be possible to create new address ways for the ways that had been 
modified.  I will stick to the first part of the project for now, though.
