I don't really understand the concern here.
I don't think we want to carve up international territories of
mapping. If someone from the UK, Brazil, Thailand or whatever want to
come to the US and map- I'm grateful for the help.
If a US mapper wants to go to Italy or UK and map- I'd think that'd be okay too.
As for where a person is based- I think we're over thinking that too.
Look at someone like SteveC. Is he based in the UK or in the US?
I think these issues generally sort themselves out and are orthogonal
to the issue of the charter.
