I think that "name:en" is abusing the name specific tags.

Maybe "name:abbrv" or something like that.  And I don't think it should be
"whatever form you want" but it should be a little more standardized, such 
as the base name should always be spelled out unless it is consistently 
abbreviated on street signs, the street type shall be the USPS standard 
abbreviation, or something like that.
