A software solution: make a repository that individual ways can be
imported from, as well as a JOSM plugin that will handle said
importing. Have the repository remember which ways have been imported
and which ones have been marked as not needing importing.

This would work mostly like if they were imported into the main
database with "hidden" tags that could be converted to normal tags
individually, but ideally the plugin would have a simple way to match
up intersection nodes.
