At the risk of being accused of blatant self-promotion, I would also
like to point to a blog post I wrote on the subject. It does exactly
as Mike N suggested, looking at the last editor of a way and
determining if it was automated or not. It is similar in spirit to the
TIGER edited map but aggregates the data on a county-by-county level.

One bug I was recently made aware of on IRC is that edits that were
made after the initial import but before the "un-abbreviator" aren't
being taken into account. I will try to fix that and post a new map.

But yes, at the end of the day, there are a LOT of untouched TIGER
ways in OSM and I think a lot of them could benefit from being updated
with newer data.
