The web page to allow individuals to join the US Chapter is now open for 
business:

http://www.openstreetmap.us/membership/join/

Fill out the form to the extent that you wish (completeness is not a 
requirement,
although we would like at least some idea who our members are), click 
submit,
then click on the Paypal button to complete the process.

If you have any issues with the form or Paypal, please contact me and 
I'll address them.
