i was under the impression that NE2 refused to join talk-us, but maybe he
changed his mind.

he also bashed the ref tags for interstate relations nationwide pretty 
hard, he's
admitted he deviated from the prescription on the wiki, but seemingly hasn't
gone back and fix them.
