This line, in "secondary use" "Data accessed through CivicApps.org do
not, and should not, include controls over its end use. "  Might mean
that their data  can't be included in a project that is
non-commercial, or share-alike.

Folks willing to contribute under the OSM license (and aware of the
change to ODbL) can have an attribution and disclaimer added here.

You might consider my review of other municipal data licenses and
recommend that Portland move to PDDL for greater clarity.
