A lot of people are using EC2 for this kind of stuff these days:
http://aws.amazon.com/ec2/pricing/
The idea would be that you set up and configure your VM, but don't
bother actually launching it (or paying anything) until your disaster.
EC2 isn't exactly 99.9999% reliable, yet. But, self-hosting is probably
no better.
