The point of addr:street is always related to addressing. If a building
happens to be on road A but for some strange reason the postal address
of the building uses road B, then addr:street should always have road B.
The whole point of addr:* is postal addresses.
Sometimes people seem to forget or ignore that, and issue addr:street
even for things that do not have addresses (a tree an be on X road but
it will not usually have a postal address so it should never have an
addr:street tag).
