in NY, we're using mostly ref=CR <number> or ref=CH <number> depending 
on who is
doing it, with highway=tertiary

for reasons unknown to me, in some parts of the country ref=(<number>) 
is being used
for county routes, which i find odd and inconsistent. for example, using 
the garmin
maps from mkgmap, you'd end up seeing a banner like

Driving on Road Name Road ((82))

at the top of the display instead of

Driving on Road Name Road (CR 82)

as for state and county, i've been putting those on the relations i 
build for the CRs,
but with addr:state and addr:county which i know aren't really supposed 
to be used
for that. i'd be happy to switch to something else for that.
