[Talk-us] Tagging bicycle anti-routes

The sections of roadway and intersections that I plan to tag are the
exceptions: for instance a 4 lane state highway with a de facto speed limit
of 45 mph that suddenly goes to 2 lanes with curves, a skinny bridge and no
shoulders, or the railroad crossing a half mile further with traffic
entering from 6 different directions AND limited sight distances. Both of
these sections are choke points with both commuter through traffic and local
traffic with frustrating backups at rush hour and excess speed and limited
sight distances at all other times.

Trust me, I'm not planning on flagging whole neighborhoods or streets
running parallel to cycleways.

I am leaning towards Toby's and Dale's suggestion and use class:bicycle for
tagging. It is a subjective tag but between the clear descriptions and
examples in the wiki and the option of applying a rating function based
other tags and observed conditions means that we should be able to apply it
consistently.
