I assume this is a standard for referring to Interstates in purely textual
contexts (since signage would use the Interstate shields).  Is that
standard publically available?  Does it cover textual references to all
numbered roads in the state?  Do you know whether other states have
similar official standards for such things (and whether they're publically
available)?
