I've worked with those centerlines, and I think that they are the same file that the county provided to TIGER last time around which was already imported into OSM a few years back. It's already been very well improved upon.
HOWEVER, the address points data file is fully legit and I have a lot of personal experience working with it and OSM together. Nothing public so far but I'd be willing to chat about it here if I can remember the code I wrote last year. =)
