i think that they are different things.  the esri community basemaps are a
way for someone to share their data and applications without surrendering
ownership.  to put it simply, it is a sharing site.  osm is a community that
you participate in.  its a way to contribute to a community and you
surrender ownership to the community, but you reap the benefits of all of
the work that the community does.

i think that the esri community basemaps are more useful
in professional projects that require collaboration between companies or
govts.  that is the main reason that i think that the community basemaps
will be used more in the professional community.  participating in
osm isn't something that is likely to be as useful to companies except in
situations that the company is working on a project that explicity requires
community involvement.  osm is a way for govt to give the data that
taxpayers are paying to create back to them.
