[Talk-us] draft bid criteria for SOTM US 2012

the draft criteria may be found here:

this is only slightly changed from the 2010 criteria. we are not yet 
soliciting
bids, but hope to publish a timeline for the bidding process in the near 
future.
while this is still a draft, we do not expect much, if any, change.

we thought it would be a good idea to get the criteria out there so that
interested groups could start thinking about whether they want to bid
and what those bids might look like.
