What I'd like is some way to manually merge the data.  Perhaps a layer
in whatever editor that can be enabled.  It would really help if data
(an object) in the 2011 layer could be selected then merged into the
active layer.  Then the 2011 data could be loaded and manually reviewed
for inclusion.
