Ah, indeed.  The company is in fact called “Elgin and Belvidere Electric 
Company”.

I had assumed that the name was correctly “Elgin & Belvidere”.  Were 
that the case, it would be wrong to replace “&” with “and” on the 
mistaken idea that “&” is an abbreviation.
