Great analysis - if Portland is like our area, there may be regions 
where the geometry is very accurate, and may have even been sourced from 
official centerlines, while other regions are sketches.   In regions 
with accurate geometry, only adds, deletes, and name updates need to be 
checked.   In inaccurate but edited areas, it would be handy to have a 
"project new geometry onto old way" function.  Inaccurate and unedited 
ways could just be replaced.

   Name comparison checking itself can be a challenge for roads 
containing 2 or 3 names - which one should be in 'name', and if edited, 
was the correct name chosen?  In some areas, I've seen 3 names 
alternating between name, name_1 and name_2 as the road goes from block 
to block.
