At first glance, a highway condition classification, apparently from the
state department of transportation, is more useful than osm's smoothness
tag.  It remains to define osm tagging to mean things like just-paved,
still newish, bumpy, hard to drive on with jarring yourself, etc. and
then to map.  But until then it seems better than nothing.
