This is supremely confusing to Nominatim, which will look for a nearby
place=* node to attach to if something is not inside an administrative
boundary leading to situations where a city that has nothing to do with Des
Moines, IA (but still in Des Moines County) will be marked as a suburb of
Des Moines city.
So yes, we should change these to be more descriptive.
