Oh...um, I think I'm getting it.  I thought that Potlatch knows where 
the user is editing because it is "scrolled" to that location...e.g. my 
idea was that if a user could provide only a URL for a type of data 
(e.g. a URL for NHD high res water bodies) then Potlatch could grab only 
the right file(s) for the currently viewed region in the editing window. 
  (That would require some kind of convention for how vector data is 
"tiled" into files or indexed.)
