To suplimnett it you could use the voter file, it'll have all the residential addresses, while not usefull on its own it'll give you fairly acurate ranges for residential streets.   
in america its public domain, getting it can be tricky and usually involves requesting it from towns

Not when there's more than one address to a parcel, which around here
unfortunately is a common occurrence in exactly the places where
address information is most useful (strip malls and such).
