I believe he means the tiny bits of road that are put in periodically
between the two sides of a divided highway so that ambulances and such
can switch between sides more easily.  They don't connect to anything
except for the two directions of the freeway and in my area are usually
signed "For authorized and emergency vehicles only".

I usually make them highway=service, access=private.
